Back in 2010, the United Nations declared the access to water as a basic human right in its resolution A/RES/64/292, by the General Assembly. Nonetheless, the Brazilian constitution also considers it a basic necessity for people to live. However, it is possible to find in Brazil a large number of people who does not have the real access to these services. Why this happens? Who is responsible for the guarantee of the access to all Brazilian people?
