Germany's decision to back down on its human rights demands has opened the door for an agreement on EU rules for handling immigration surges. Spain's interior minister, Fernando Grande-Marlaska, who chaired a recent meeting of EU counterparts, announced that there was now a "majority which cannot be questioned" regarding these rules, which had been delayed due to Germany's objections. The agreement is still pending formal approval by EU governments.
