Is the Relationship between Lesotho and South Africa over Water a “Positive-sum or a Zero-sum Game?

Summary

Political theorists posit that states are sovereign actors. Lesotho is declared a sovereign state in charge of its own affairs. However, the relations between Lesotho and South African have, to a certain extent, proven not to be of a sovereign state to a sovereign state rather, of asymmetric power. Lesotho is a country rich in water. The country is reported to have exported 17,5034 million cubic meters of water to the neighboring South Africa by 2021. However, it is concerning that a large number of Lesotho's population lack access to clean and safe water, despite the abundance of water resources in the country. This raises the concern over the nature of power relations between these two countries: is this the matter of liberals’ positive-sum game or realists’ zero-sum game?
